Agencies involved include the  New Jersey Department of Transportation, The Department of Law and Public  Safety and the Motor Vehicle Commission (MVC). The regulations aren't hard to follow and many of them will make your bike ride a safer one. &lt;br /&gt;&lt;br /&gt;There is a helmet law that applies if your bicycle has a seat hight of 25-inches or greater. The helmet is mandatory to any bike rider age 17 or younger no matter what size bicycle they are wearing. Being night wise means being wise in the ways to be visible at night and there are many ways to make yourself more visible without spending a lot of money or looking foolish. &lt;br /&gt;&lt;br /&gt;If you must walk at night, walk in a well lighted and frequently traveled areas. Don't walk in alleys or take short cuts through dimly lit areas. Also avoid darkened doorways and large bushes.&lt;br /&gt;&lt;br /&gt;Whenever possible, walk with a friend and try to never walk alone. Be as visible as you can. Use reflective wrist or ankle bands as an easy solution for visibility for motorists if you must walk in an area where you will be encountering any sort of traffic. &lt;br /&gt;&lt;br /&gt;Walking alone isn't always unavoidable and if you must walk alone, tell someone where you are going what route you plan to take. A bike-riding officer can become a powerful influence in developing positive relationships with people who live and work in the community he or she patrols. The bicycle can be especially effective in building trust with children who may be interested in it, and its equipment. This trust and accessibility can encourage citizens to be less apprehensive about approaching law enforcement officers in times of need, or with information and tips.&lt;br /&gt;&lt;br /&gt;Ease of mobility allows for a level of stealth that cannot be put into action in a squad car. From a distance, police officers on bicycles blend with other cyclists. However, with the flip of a switch, an officer can turn on specially designed pursuit lights and sirens that identify him or her as law enforcement.&lt;br /&gt;Smaller towns often overlook the use of bicycles for their local force. However, bikes are useful and economical police tools for less populated locales. An officer may be able to ride across town in minutes. Improved mental and physical wellbeing can promote a more positive attitude for work and life, as well as aid in reducing stress levels. There are times when riding at night is more logical, such as when the days are too hot in the summer. However, when you choose to ride at night, there are a few safety precautions you should take and having a reliable bicycle light is one of the most important. Sure, you should wear reflective and bright clothing and such, but a bike light is something that will stand out more to everyone on the road. The best bicycle light is one that will last a long time. After all, no one wants to deal with changing their bike light every other week.&lt;br /&gt;&lt;br /&gt;The best bicycle lights last around 100,000 hours, which means you will rarely have to change them at all. They are quite bright as well, allowing others to see you from up to 1,500 feet away.&lt;br /&gt;&lt;br /&gt;When you have that type of security in a bike light you can guarantee you won't go unnoticed. You will never have to worry about being on a long bike ride at night and your bike light going out. Getting stranded without a light at night can be quite dangerous indeed. In addition to using great bike lights on bikes, you can also use them in other places. Often times those who like to jog at night will use a bike light to get noticed by others on the road. Here are proven tips to decrease your chances of an accident. Some of this may sound like common sense, but you wouldn't believe how many people don't follow these tips.&lt;br /&gt;&lt;br /&gt;1) Stay home. Don't go out unless you have to. Even if you implement every safety tip below, you still run a higher risk of running into someone who isn't following these tips or is driving drunk. Every night there are reports of people killed by a drunk driver that were on there way home - it isn't worth it. If you don't need to go out, don't. &lt;br /&gt;&lt;br /&gt;2) Don't drink and drive. You may think you hold your liquor well, and that you won't get arrested or be over the legal limit in your state, but it is a proven fact that any alcohol in your system will slow down or impair your reflexes. What if something happens where you will need to react quickly? Its not worth the risk. Get a designated driver. Everyday there are families torn apart by a drunk driver who thought they could handle driving. Alcohol also impairs judgement and will make you think you can drive when you shouldn't. Don't drive drunk - and don't let others drive drunk. Contact MADD if you have questions on this. &lt;br /&gt;&lt;br /&gt;3) Fix, repair, restore your headlights so they work like new. It amazes me when I see people driving at night with very dim headlights. If you can barely see, how safe do you think that is? Your headlights are the number one safety feature for night time driving. If you need new bulbs, get them (they only cost around $10 each). If your lenses are cloudy, scratched, worn get a headlight repair, cleaner, restorer kit (see the authors link below). These kits will return your headlights to like new condition and save you hundreds over replacements. Having worked on a volunteer emergency squad, dim headlights were only second to drunk driving in the number of accidents we dealt with - and they tended to be the most severe. There is no excuse for having dim headlights - get them fixed. &lt;br /&gt;&lt;br /&gt;4) Don't drive on bald or worn tires. This is especially true for driving in the rain. Bald or worn tires can cause your car to hydroplane and lose all control almost guaranteeing an accident. Take a penny and make sure you cannot see the presidents head, else replace the tire. Also have them properly balanced and rotated at least once per year. What good are good reflexes if your car won't respond correctly? &lt;br /&gt;&lt;br /&gt;5) Replace windshield wipers every spring. When it rains, especially at night your visibility is reduced. Ineffective wipers will further reduce your vision and increase your risk of an accident. Some auto parts stores will even install them for free - take advantage of this. &lt;br /&gt;&lt;br /&gt;6) Have your battery checked at every oil change. This will reduce your chances of being left stranded on the road in the middle of the night. More pedestrian accidents happen this way. The other driver is less likely to see you and pedestrian accidents are awful. You will not win with a 3000 pound car going 50 mph. For emergencies pack a flashlight in your car and a reflective vest so you can be seen. &lt;br /&gt;&lt;br /&gt;7) Take advantage of driving classes offered by local companies, the DMV and your local police. 8) Wear your seatbelt. Working for an emergency squad, you see the grimm results of victims not wearing their seat belts - being thrown from the car - this resulted in many deaths, paralization, severe burns and disfigurment, etc... I'm sorry if you find it uncomfortable, but if you are in an accident it will increase your chances of survival and decrease the severity of the accident. Wear your seat belt. Many people think the police are just out to give tickets, but who would want to have to pick up severely injured children or worse. They see this stuff too often and then they have to go home to their families. When I was working at the volunteer emergency squad we found even the toughest cops would cry at some of the accidents we were called to. State Psychologists were sometimes assigned to help the police, emergency medical personnel, etc... as the accidents would be so traggic and they could have been easily prevented by some of the above tips. This path also has the distinction of being the first ECG segment to be officially designated part of the ECG. Mike Kruimer, ECGA NJ State Committee Chair and Dick and Els Ginman spent a day signing the path to let travelers know they are on the ECG. There are also plans to install a kiosk at the site of one of the old canal locks in Kingston- this is significant to both the ECG and Mike Kruimer's wife, Anne, whose great-grandfather, John Henry Lackey, was one of the last Locktenders when the canal was still operational. &lt;br /&gt;&lt;br /&gt;The D&amp;R canal was one of America's busiest navigation channels in its heyday until it closed permanently in 1933. The D&amp;amp;R canal and a strip of land on each side were made a state park in 1973, and were designated a National Recreation Trail in 1992. Wayne Davis expected to write some tickets when he and other officers staked out the crosswalk at a busy intersection. He just didn't expect to write so many.&lt;br /&gt;&lt;br /&gt;In about an hour, he and other officers ticketed 33 drivers who either cut off or sped behind a plain-clothes officer who repeatedly crossed at 200th Street SW and 56th Avenue W.
